ATEX Directive 1999/92/EC: the site operator’s obligations

ATEX is based on two European directives. Directive 2014/34/EU applies to equipment manufacturers like us. Directive 1999/92/EC, known as the “ATEX workplace” directive, applies to the employer operating a site where an explosive atmosphere may form. In France, it is transposed into the Labour Code (articles R. 4227-42 et seq.).
Assess explosion risks

The employer identifies the flammable substances present (gases, vapours, mists, dusts), the likelihood of an explosive atmosphere forming, possible sources of ignition and the scale of the effects of an explosion. This assessment is updated whenever the installation is modified.
Classify areas into zones
Hazardous areas are classified according to the frequency and duration of the explosive atmosphere: zones 0, 1 and 2 for gases, zones 20, 21 and 22 for dusts. See ATEX zones and ATEX for dusts.
Draw up the explosion protection document
The explosion protection document (DRPCE in France) brings together the assessment, the zoning and the measures taken. It is part of the company’s single risk assessment document. See Explosion protection document and zoning.
Choose suitable equipment for each zone
In each zone, equipment must belong to the required category:
| Zone | Minimum category | EPL |
|---|---|---|
| Zone 0 / 20 | Category 1 | Ga / Da |
| Zone 1 / 21 | Category 2 | Gb / Db |
| Zone 2 / 22 | Category 3 | Gc / Dc |
The equipment’s gas group and temperature class must also suit the substance present. See gas groups and temperature classes.
Signage, training, inspection
Access to hazardous areas is marked with the triangular “EX” sign. Staff are trained in the risks and instructions. Installations are checked before first commissioning and then periodically. See installation and maintenance of ATEX equipment.
And the manufacturer’s role?

We do not carry out the zoning of your site, which is the operator’s job. However, based on your zone, your gas or dust and your constraints, our design office designs the right enclosure and gives you the documentation you need for your file: certificate, EU declaration of conformity and instructions. See also who is responsible for what under Directive 2014/34/EU.
